Trapped in the Nether

Idea
During a great cataclysm, a powerful wizard transported as much of the world as possible into an alternate dimension to save it and the people & creatures in it. They built a safe space in that dangerous realm for the people that came over, but everything else saved has been scattered throughout that dimension. Everyone is stuck in that hell dimension, fending for themselves while the wizard reconstructs reality.
Within those saved pieces of the world, there are portals that can still be activated. They connect to little bubbles of time in the overworld, and give people access to places and creatures that have since been destroyed.
Features
Entire server plays in the Nether, without the End.
Portals generate randomly, sometimes on the surface and almost always in underground structures like temples, etc
The portals give access to an area in the overworld, but there's a world border that keeps the player within a small distance of the portal.
The portals can be entered by anyone once activated
Ruined versions of buildings, villages, temples, etc from the overworld were brought into the Nether.
To Do
Figure out how to send people to custom locations in the Overworld
Setup a centralized spawn point for the players to use/explore. Something that is a little safer than the rest of the Nether, preferably.
